Accomplishments
Highly efficient court, focused on providing an excellent level of service to the public;
Built, maintains, and regularly convenes Judge Carter’s Teen Court, bridging the courtroom to the classroom; Guided JP 1-1 through Hurricane Harvey and Pandemic while still delivering excellent service to the public;
Served as Presiding Judge for all Harris County Justices of the Peace from 2020-2023;
Constructed an unparalleled mediation program at JP 1-1, making free mediations available on all civil dockets, particularly small claims and evictions.
About The Postion

Justice of the Peace is an elected judicial position. We preside over what is known as “The People’s Court”.
We hear a wide variety of cases, including but not limited to:
Fine-Only Criminal Matters, Class C Misdemeanors;
Small Civil Claims, Civil Matters With 20k or Less In Damages;
Evictions;
Truancy Cases;
Animal Cruelty Cases;
and many more.
